Kelley Coyner is the former Executive Director of the Northern Virginia Transportation Commission, the premiere transit organization in Northern Virginia. NVTC serves six local commuter bus systems, co-owns the Virginia Railway Express, and serves as the fiscal agent for state and local assistance to WMATA.
A veteran of public, private and nonprofit sectors, Ms. Coyner has served at all levels of government and in the Executive, Legislative and Judicial branches. She has served as an expert on a variety of transportation and performance evaluation research panels of the National Academy of Engineering and The Transportation Research Board. She has been a lecturer and researcher at leading universities in the fields of transportation and infrastructure (with a particular emphasis on security, safety, and mobility in transit, rail, and highways). She has a long history in the transportation field, including service as the Administrator of Research and Special Programs at the U.S. DOT. Prior to joining NVTC as Executive Director she served as Chief of Staff to the National Capital Region’s Senior Policy Group on homeland security and emergency management.
A native Texan, Ms. Coyner holds a Bachleor’s of Science in Foreign Service from Georgetown University and a law degree from University of Virginia. She clerked for the Hon. George P. Kazen, Federal District Judge, Southern District of Texas. In addition to legal and policy publications, Ms. Coyner has published many articles on adventure travel and contributed to travel guidebooks including The Viva List Latin America: 333 Places and Experiences People Love and the Not for Tourists series.
