Joel joined STV as a Vice President in May 2005 and is now a Senior Vice President managing the STV Baltimore office of more than 120 people. He oversees the Transportation and Infrastructure Division’s Baltimore Office which includes more than 80 people.

He is a registered Professional Engineer in Maryland, the District of Columbia and 8 other states; received his undergraduate degree in Civil Engineering from the University of Pennsylvania and a Masters Degree in Engineering Administration from The George Washington University. He has more than 35 years of planning, engineering and management experience.

Joel has a passion for motivational speaking and developed a Time Management presentation for his company’s Office Managers meeting in October 2003. The presentation has been expanded to include “Building a Better Life – Concrete Steps to Success”  and has been presented dozens of times in various lengths to groups including The Maryland State Highway Administration’s Graduate Engineers Training Program, SHA’s “Stepping Into Success,” SHA’s Engineer-In-Training Development Program, SHA’s Advanced Leadership Program, STV University and the Maryland Transit Administration. He also developed a program, “Communicating for Success” which was presented at the 2009 and 2013 Maryland Quality Initiative (MdQI) Conference and a new program, “Leadership for Success” which was presented at the 2014 and 2015 MdQI.

Joel is very active in the engineering community, having served as the Maryland Section President of the American Society of Civil Engineers in 2001-2002 and the Chair of the Maryland Section ASCE Centennial Celebration in 2014. Joel also is the Maryland Society of Professional Engineers Maryland State Mathcounts Coordinator, a position he has held since 1997.

Joel and his wife, Karen, have two children, Brad and Lauren, and reside in Owings Mills, Maryland.
