Professor Asha Weinstein Agrawal works at San José State University, where she is Director of Education for a graduate program in transportation management, Director the Mineta Transportation Institute (MTI) National Transportation Finance Center, and Professor of Urban and Regional Planning Department. Her research explores planning and policy tools to encourage environmentally-friendly travel and improve accessibility for people struggling with poverty or other disadvantages. She has explored these issues through many transportation topics, including transportation finance policy and travel behavior research.

Dr. Agrawal’s publications include The Impact of ZEV Adoption on California Transportation Revenue (MTI), How and Where Should I Ride This Thing? ‘Rules Of The Road’ for Personal Transportation Devices (MTI), “Would Americans Pay More in Taxes for Better Transportation? Answers from Seven Years of National Survey Data” (Transportation), and “Comparing Data Quality and Cost from Three Modes of On-Board Transit Surveys” (Transport Policy). Because Dr. Agrawal’s research relates to many contemporary policy issues, she is regularly cited in the popular media, with stories appearing in such outlets as The Washington Post, CBS Evening News, WBUR, and the San Francisco Chronicle.

Dr. Agrawal is actively involved with service to the professional planning and policy community. She has been appointed to such positions as Chair of the TRB Committee on Transportation History, Co-Chair of the Steering Committee for the 2019 TRB International Conference on Women’s Issues in Transportation, and Member of the Metropolitan Transportation Commission’s Regional Means-Based Transit Fare Pricing Study Technical Advisory Committee. Service to the Eno Foundation is particular interest to Dr. Agrawal for two personal reasons. While writing a dissertation on perceptions of traffic congestion in Boston in the 1890s and 1920s, she discovered (and cited) William Phelps Eno’s writings about traffic regulations. In addition, she is a proud alumna of the Eno Future Leaders program.

Dr. Agrawal earned a B.A. from Harvard University, an M.Sc. from the London School of Economics, and a Ph.D. from the University of California, Berkeley.
