This is a PDF of the final report on a policy forum held by the Eno Transportation Foundation on February 23, 1999 in which 35 academic, government, and private-sector leaders met to discuss the importance of transportation investment for the future of the American economy. The forum was chaired by Curtis Wiley (then the Commissioner of Indiana DOT) and written up by Chad Shirley (then of the University of California-Berkeley, now of the Congressional Budget Office).
