Text of H.R. 4, the FAA Reauthorization Act of 2018, as introduced in the House of Representatives on April 13, 2018 by Representatives, Shuster, DeFazio, LoBiondo and Larsen. The new bill is the text of H.R. 2997 as approved in 2017 by the Transportation and Infrastructure Committee with the removal of title II (air traffic control reform) and other conforming provisions, the addition of a tax extension title from the Ways and Means Committee, the addition of a disaster relief reform bill that passed the House last year, and the updating of authorization extension dates to reflect the fact that fiscal year 2018 is already underway.

The bill does retain one change to H.R. 2997 made by House leaders last year at the request of the Budget Committee – H.R. 4 continues Airport Improvement Program contract authority at a flat-lined $3.35 billion per year, whereas H.R. 2997 as reported from the T&I Committee would have increased AIP contract authority gradually, rising to $4.0 billion in 2023.
