This is the March 23, 2017 opinion of the U.S. District Court for the District of Columbia in the seemingly never-ending case of Association of American Railroads v. Department of Transportation. This decision, on remand back down from the Supreme Court through the U.S. Court of Appeals for the District of Columbia Circuit, formally declared section 207 of the 2008 PRIIA rail law void and unconstitutional and formally vacated the May 12, 2010 FRA metrics and standards for intercity passenger rail service.
