This a series of three undated memos sent by Under Secretary of Commerce for Transportation Alan Boyd to White House domestic affairs chief Joseph Califano, Jr. along with an undated cover letter (which we believe to have been sent to the White House on December 17, 1965 per the reference to the memos in this subsequent letter from the Secretary of Commerce).

The memos summarize the three prongs of the proposed 1966 Johnson Administration legislative agenda on transportation:

  1. A proposed program for transportation regulation (5 pages).
  2. A proposal for a Department of Transportation (4 pages).
  3. A proposed federal highway safety program (4 pages).
