This is a plan developed by the Bureau of Public Roads in summer 1953 to provide for long-term financing of the construction of the Interstate Highway System. (The document itself is undated, but an April 1954 cover letter says it was “developed last summer.”

The plan called for the prompt completion of the construction of the Interstate Highway System, at a 100 percent federal cost share, to be paid for by the sale of new federal annuities based on the British “consol.”
