  • An October 8, 1959 press release from the Secretary of Commerce announcing that the Department was implementing the first “contract controls” on the federal-aid highway program – quarterly ceilings on how much of their total contract authority apportionments each state could obligate, in order to keep the estimated flow of outlays down to a level that could be sustained by Highway Trust Fund tax receipts.
  • An October 6, 1959 circular memo from the Commissioner of Public Roads to BPR division offices that was publicly released with the press release, giving the details of the orderly scheduling of obligations.
