This report summarizes findings from the Los Angeles MOD pilot. This independent evaluation report looks at the pilot on two broad levels. First, the overall structure is examined: was the MOD structured in a way to offer a good test of the idea that ridehailing can expand access to transit? Secondly, taking the pilot as it was, is there evidence that the MOD improved access for low-income and unbanked populations?
