February 1956 Treasury Proposal for an “Interstate Highway System Fund”

This is a two-page document dated February 8, 1956 from the Office of Tax Policy at the Treasury Department. It is a draft legislative provision creating an “Interstate Highway System Fund” to separate highway user taxes, and Interstate highway spending, from the rest of the government, and a one-page explanation.

The House Ways and Means Committee would then adapt the idea into the Highway Trust Fund created by the Highway Revenue Act of 1956.
