This is a memo from the Bureau of Public Roads entitled “Memorandum on the Interstate System in Urban Areas.” It was evidently brought by Administrator Bert Tallamy to the pivotal meeting with President Eisenhower on April 6, 1960 to discuss urban Interstates (the memo is undated, but it was recorded into the White House file system on by the President’s private secretary on April 7, with a note “from Tallamy”).
