1987 House Debate on Taking the Aviation Trust Fund Off-Budget

Debate in the House of Representatives on October 1, 1987 on a Howard (D-NJ) amendment to the FAA reauthorization bill that would have taken the Airport and Airway Trust Fund off-budget and forced the spend-down of excess Trust Fund balances. The amendment failed on a vote of 197 yeas, 202 nays.
