Memoranda presented to President Ford on April 22, 1976, expressing the views of Administration agencies on the enrolled bill H.R. 8235, the Federal-Aid Highway Act of 1976. While the Department of Transportation recommended signature, the Interior Department recommended a veto. The President signed the bill, but only after returning it to Congress for an enrollment correction (Congress forgot to include the tax title of the bill when sending the original enrollment papers to the President).
