White House memos relating to a December 1, 1970 meeting of the “Transportation Policy  Group” – White House, OMB, and DOT officials together with outside academic experts and representatives from other federal agencies. A two-page summary of the conclusions of the meeting are included, as is a snarky follow-up memo from senior White House staffer (and future USDOT S-2) Bud Krogh indicating that future staff policy meetings that recommend controversial conclusions (like abolishing the Urban Mass Transit Administration) should not be shared outside the group “to keep the animals from getting panicky out in the departments.”
