1970 Rail Passenger Service Act – Enrolled Bill Memo

Memo and letters presented to President Nixon relating to the enrolled bill H.R. 17849, the Rail Passenger Service Act of 1970, which created what is now Amtrak. The Office of Management and Budget and Council of Economic Advisers recommended a veto of the bill, while the transportation agencies recommended signature.
