This is a December 29, 1970 report of the Interstate Commerce Commission giving the ICC’s review of the October 1970 Preliminary Report on Basic National Rail Passenger System issued by the U.S. Department of Transportation. Both the Preliminary Report and the subsequent ICC review were required by the Rail Passenger Service Act of 1970, intended to lead up to a final DOT Basic System released in January 1971, providing the minimum parameters of service of “Railpax” (soon to be renamed “Amtrak”).
