This is a legislative proposal sent by Transportation Secretary Alan Boyd to the Bureau of the Budget on December 13, 1968 for clearance. It would have established an Urban Mass Transportation Trust Fund dedicated by part of the excise tax on new automobiles for mass transit and would have reauthorized federal mass transit programs in other ways.
