January 21, 1966 memo from Commerce Secretary John Connor to White House domestic policy advisor Joseph Califano, Jr. suggesting the President create a blue-ribbon panel to support the creation of a Department of Transportation, suggesting several individuals who could chair the panel, and suggesting that the President “personally contact one of the individuals named in paragraph (1), requesting his assistance in establishing and financing a public committee.”. Together with a cover memo the following day from Califano to President Johnson, on which LBJ hand-wrote “Can’t we get other names?” and “I think Connor should make the contacts.”
