1961 report of the Senate Commerce Committee’s Special Study Group on Transportation Policies in the United States (commonly referred to as the “Doyle Report” for its principal author, Maj. Gen. John P. Doyle). Chapter 4 recommended the creation of a new U.S. Department of Transportation.
