This is the transmission from the Commerce Department on April 3, 1959 of the Eisenhower Administration’s proposed legislation increasing motor fuels excise taxes and also transferring tax receipts on aviation gasoline from the Highway Trust Fund to the general fund to help defray air traffic control costs.
