This is a draft proposal to create a U.S. Department of Transportation from fall 1959, under the Eisenhower Administration. It was a joint proposal of the President’s Advisory Committee on Government Organization and the Bureau of the Budget. This PDF file consists of:

  • A one-page September 29, 1959 cover memo suggesting that the President read the proposal.
  • A five-page summary memo for the President dated September 24, 1959.
  • A more detailed 18-page proposal intended to be submitted to the pertinent department and agency heads, together with illustrative personnel strength tables and organizational charts (and the proposed DOT org chart looks quite a lot like the original setup for USDOT seven years later).
  • A 15-page Appendix giving more details of each component of the proposed Department
