Point/Counterpoint: MPO Consolidation, Round 2

This week, we have a second round of guest op-eds relating to the U.S. Department of Transportation’s proposed rulemaking that will have the effect of forcing the consolidation of many metropolitan planning organizations (MPOs) in metropolitan regions. (Eno’s Alex Bond explained the ramifications of the rule for subscribers in a July ETW article.)

Steve Heminger, who runs the large, integrated San Francisco Bay-area MPO (the MTC), argues that while MPO consolidation is often needed, the Department of Transportation would be better off using incentives rather than brute force to accomplish the goal. His op-ed is here.

And Carl Mikyska, who heads the Florida association of MPOs (MPOAC), argues that many MPOs are already cooperating quite well and agrees with Heminger that incentives are prefereable to force. His op-ed is here.
