FTA Gives Some Small Start Projects $250M in COVID Funding

The Department of Transportation announced on June 11 how the remaining $250 million of the March 2021 American Rescue Plans’s $1.7 billion in mass transit Capital Investment Grant (CIG) funding would be distributed to 23 “small start” projects.

“We are delighted to provide support for these projects, which will help communities recover from the pandemic and bring public transit to more people in the months and years to come,” said U.S. Transportation Secretary Pete Buttigieg.

Buttigieg announced on March 29 how the other $1.425 billion in CIG funds under the ARP law would be implemented, and those projections had been available in draft form to Congress while they were drafting the law (which is how the Senate was able to tweak the formula to make the Honolulu project eligible for $70 million, which was not in the original bill). But the distribution of the $250 million for small starts remained a mystery until this week, and the law did not impose any particular formula on DOT when determining how the money was to be distributed.

Some of the small starts that got extra funding this week are so old that their project profiles are no longer on the FTA’s CIG funding homepage as “current projects.”
