March 20, 2019 – The President’s fiscal year 2020 budget request for the Department of Homeland Security includes proposals for a small cut in Transportation Security Administration operational funding, a large cut in Coast Guard procurement, and a two-thirds cut in Federal Emergency Management Agency transportation security grants.

March 19, 2019 – In the full fiscal year 2020 federal budget request released this week, the assumptions for the tax receipts of transportation excise taxes over the next decade made by the White House Office of Management and Budget are significantly above the estimates for those taxes made by the Congressional Budget Office. And the Administration once again boosts its overall receipt totals by requesting new transportation user fees that Congress is unlikely to approve.
March 1, 2019 – On February 26, the House Homeland Security Committee held a joint hearing to look at ways to secure the U.S. surface transportation system from cyber attacks, including potential threats posted by Chinese manufacture of rail cars.

February 15, 2019 – Yesterday, both chambers of Congress passed a $325 billion appropriations measure, which President Trump signed the bill into law at about 2 p.m. today, that will prevent any more lapse-of-appropriations government shutdowns until at least October 1.
February 15, 2019 – The final fiscal 2019 appropriations package that passed Congress yesterday appropriates a net $49.4 billion for the Department of Homeland Security (excluding the FEMA disaster relief fund and mandatory Coast Guard pay), a $1.7 billion increase over fiscal year 2018.
February 1, 2019 – The five-week shutdown of large swaths of the federal government has ended, but hopes for finishing the appropriations process for fiscal year 2019 hinges on progress on the Homeland Security appropriations bill, now before a House-Senate conference committee.

December 14, 2018 – This week, the nonpartisan Congressional Budget Office issued its biennial report updating a wide menu of revenue increase and spending cut options and the amount by which each of the 121 options would decrease federal deficits over the coming years.
November 28, 2018 – The U.S. House of Representatives this week agreed to the Senate version of the Coast Guard reauthorization bill, the Frank LoBiondo Coast Guard Authorization Act of 2018. The bill now heads to the President’s desk.
November 15, 2018 – The U.S. senate passed this week the Frank LoBiondo Coast Guard Authorization Act of 2018, which authorizes funding and end-of-year strength levels for the Coast Guard. It also includes provisions relating to the Coast Guard’s fleet recapitalization and vessel discharge.
October 11, 2018 – Weeks after a similar hearing on the House side, the Senate Subcommittee on Oceans, Atmosphere, Fisheries & the Coast Guard held a hearing Thursday examining the Coast Guard’s recapitalization efforts.

September 27, 2018 – Admiral Karl L. Schultz, 26th Commandant of the U.S. Coast Guard, updated the House Subcommittee on Coast Guard and Maritime Transportation Wednesday on the Coast Guard’s ongoing efforts to modernize agency operations and recapitalize its fleet.
September 26, 2018 – The package of bills released on September 22 that includes the FAA Authorization Act of 2018 also includes a division on maritime security, Division J. This division provides for closer collaboration between agencies with maritime security responsibilities, and requires several reports to Congress about ongoing security efforts.
